The Senate failed to approve a motion Friday allowing witnesses to testify in the impeachment trial after only two Republicans sided with Democrats, leaving the final vote at 49-51. Democrats attempted to amend the ruling by specifically calling former national security adviser John Bolton to testify, but it was also shot down.
